US President Donald Trump has urged countries to vote against the International Maritime Organization’s (IMO) proposed Net-Zero Framework, escalating tensions ahead of a crucial vote on the global shipping climate package in London today.
Trump said the United States “will not adhere to the framework in any way, shape, or form,” denouncing it as a “Global Green New Scam Tax on Shipping.”
“I am outraged that the International Maritime Organization is voting in London this week to pass a global Carbon Tax,” Trump said.
“We will not tolerate increased prices on American consumers or the creation of a Green New Scam Bureaucracy to spend your money on their green dreams. Stand with the United States and vote NO in London tomorrow.”
The IMO’s Net-Zero Framework, first agreed in draft form in April, aims to align international shipping with the goal of reaching net-zero greenhouse gas emissions by 2050. It would introduce a global greenhouse gas levy and new fuel standards starting from 2028 if adopted.
The vote, requiring a two-thirds majority of countries party to MARPOL Annex VI, is widely seen as a decisive test of political will for global shipping’s climate commitments.
Environmental groups have warned that rejection of the framework would set back maritime decarbonisation efforts by years, undermining global progress toward cleaner fuels and carbon pricing.
