Singapore Warns Bunker Suppliers to Tighten Oil Spill Controls

Singapore’s Maritime and Port Authority (MPA) has reminded bunker suppliers and receiving vessels to strictly follow spill-prevention measures during bunkering, after issuing an updated circular on pollution control.

The new Port Marine Circular No. 13 of 2025, released on 30 October, replaces the 2023 version and introduces stricter documentation and reporting rules.

It requires suppliers to use new pre-bunkering and post-incident checklists, and to submit the bunker metering ticket and tank volume form within one hour of any spill.

MPA said oil discharges during bunkering can lead to fines of up to SGD 1 million and jail terms of up to two years for the vessel owner, master, or agent.

The authority urged suppliers to ensure secure mooring, close hose monitoring, emergency shutdown readiness, and compliance with the SS 648 code of practice for bunker mass-flow metering.
