The UK’s plan to introduce a maritime services ban on Russian LNG exports marks a significant escalation in its sanctions strategy.

The measure, to be phased in during 2026, will block UK-linked ships, insurers and other maritime services from supporting Russian LNG shipments to third countries.

In 2023, the UK banned all imports of Russian LNG, preventing Russian cargoes from entering the country. However, UK maritime and insurance services could still indirectly support Russian LNG exports headed to other markets.

Foreign Secretary Yvette Cooper announced the move during the G7 Foreign Ministers’ Meeting in Canada, saying Russia is targeting Ukraine’s energy network as winter approaches and that cutting off maritime services for Russian LNG will help reduce Moscow’s wartime revenues.

The new measure closes that gap. By targeting the wider export chain, the UK aims to restrict Russia’s ability to ship LNG globally, tightening pressure on Moscow’s wartime revenues and aligning with similar moves discussed by European partners.
