MTF Publishes New Risk Assessment Guidelines for Alternative-Fuelled Ships

The Maritime Technologies Forum (MTF) has released new guidelines on how to conduct qualitative risk assessments for ships using alternative fuels, covering both HAZID and HAZOP.

MTF said alternative fuels will be essential for meeting the IMO’s 2023 GHG strategy. Until mandatory rules are introduced, most fuel types still need approval through the Alternative Design and Approval process, which requires a qualitative risk assessment to show safety levels equal to conventional ships.

Existing IMO and IACS documents remain useful, but MTF said additional guidance is needed as more projects adopt new fuels and technologies.

The new report explains what is required for carrying out risk assessments, including personnel qualifications, documents needed, reporting, and risk criteria. It aims to help identify potential hazards and outline measures to prevent or reduce risks.

MTF presented the guidelines at its Safe Maritime Decarbonisation seminar during Europort on 6 November 2025, where industry speakers discussed how consistent use of the guidance can support safe uptake of alternative fuels.
