Singapore Awards Eight LNG Bunkering Licences Through 2031

The Maritime and Port Authority of Singapore (MPA) has awarded eight new licences to supply liquefied natural gas (LNG) as a marine fuel from September 1, 2026, as the port expands its LNG bunkering network.

The licences, valid until August 31, 2031, have been awarded to Aramco Trading Singapore, Equatorial Marine Fuel Management Services, ExxonMobil Asia Pacific, PetroChina International (Singapore), Shell Eastern Petroleum, Shell Eastern Trading, SINOPEC Fuel Oil (Singapore), the TotalEnergies Power & Gas Asia (TEGPA)-Sembcorp Fuels (Singapore) joint venture, and Vitol Bunkers (S).

The companies were selected based on their fuel supply capabilities, commercial plans, operational experience and safety standards. MPA said the evaluation also considered each applicant’s ability to monitor and reduce methane slip and support lower lifecycle greenhouse gas emission fuels, including liquefied biomethane and e-methane.

Licence holders will be required to provide end-to-end LNG bunkering services, covering fuel supply, storage, cargo transfer and vessel delivery.

Alongside the new licensing regime, MPA and Enterprise Singapore will upgrade the Technical Reference for LNG Bunkering (TR56) to a full Singapore Standard (SS) in August 2026. The revised standard will strengthen requirements covering safety, bunkering procedures, custody transfer and crew competency.

MPA said the measures are intended to further strengthen Singapore’s LNG bunkering ecosystem and reinforce its position as a global maritime and bunkering hub.
