EU to Reassess Regional Shipping Rules After IMO Net-Zero Vote

The EU has said it will review its regional shipping regulations once the IMO’s Net-Zero Framework is adopted, a process expected to involve key measures such as the EU ETS and FuelEU Maritime.

Brussels reaffirmed its support for the framework ahead of this week’s extraordinary session of the IMO’s Marine Environment Protection Committee in London.

The proposal would establish a global system to price shipping’s greenhouse gas emissions from 2028.

“The EU supports ambitious global measures at the International Maritime Organization (IMO) level with a view to decarbonise the shipping sector, and ensure a global level playing field,” the European Commission said.

Industry groups have urged the EU to align its regional measures with the IMO’s forthcoming global framework once adopted, to avoid double carbon payments and reduce regulatory overlap.

“After the adoption, the European Commission will review the relevant EU regulations in place,” the EU added.
