Singapore is taking another step toward its clean fuel ambitions, with the Energy Market Authority (EMA) and the Maritime and Port Authority of Singapore (MPA) appointing a consortium led by Keppel to advance an ammonia-based power and bunkering project on Jurong Island.
In this next phase, Keppel and its partners will carry out Front-End Engineering Design (FEED) studies, with Japan’s Sumitomo Corporation leading the study focused on developing ammonia bunkering infrastructure.
The work will explore how low- or zero-carbon ammonia can be safely stored, handled, and supplied to ships calling at Singapore, potentially at a capacity of at least 100,000 tonnes per year.
The project, which has yet to reach a Final Investment Decision, also includes plans to generate 55–65 MW of power from imported ammonia using a Combined Cycle Gas Turbine. Authorities say they will work closely with Keppel to ensure safety and efficiency, given the evolving use of ammonia as a marine fuel.
The initiative forms part of Singapore’s National Hydrogen Strategy, launched in 2022, to explore hydrogen and ammonia as viable pathways for decarbonising power and maritime sectors by 2050.
