US Loosens Restrictions on Lukoil’s Bulgarian Bunkering Business

Bunker market operations in Bulgaria have gained temporary clarity after the US authorised continued dealings with Lukoil Bulgaria Bunker EOOD under a new sanctions licence.

OFAC’s General License No. 130 permits all transactions otherwise blocked under Executive Order 14024 with four Lukoil entities in Bulgaria — including Lukoil Bulgaria Bunker EOOD, which handles the company’s marine fuels activity — through 29 April 2026.

The decision means bunker suppliers, traders, and ship operators calling at Bulgarian ports can continue working with Lukoil’s bunkering unit without breaching US sanctions during this period. The licence also covers any entity majority-owned by the listed companies.

OFAC stressed that the authorisation does not extend to other Lukoil affiliates sanctioned under the Russian Harmful Foreign Activities Sanctions Regulations unless separately approved.

The licence was issued on 14 November 2025 and signed by OFAC Director Bradley T. Smith
