MPA, Hamburg Partners Sign Maritime Cybersecurity Pact

The Maritime and Port Authority of Singapore (MPA) has signed a memorandum of understanding (MOU) with the Hamburg Port Authority (HPA) and a group of academic institutions to deepen cooperation in maritime cybersecurity.

The agreement also includes the Singapore Institute of Technology (SIT), Singapore University of Technology and Design (SUTD), University of Hamburg (UHH), and Hamburg University of Technology (TUHH).

The partnership builds on a 2024 letter of intent between MPA and HPA covering digitalisation, decarbonisation and cybersecurity.

Under the MOU, the parties will collaborate on technologies to strengthen cyber resilience in port operations, including port cybersecurity systems, unmanned surface vessels, remote ship operations, shipboard operational technology, and ship-shore connectivity. The cooperation will also focus on sharing best practices and improving incident response.

MPA said the initiative reflects the growing importance of cybersecurity as ports become more digitalised and interconnected, while HPA highlighted the role of joint expertise in addressing evolving cyber threats.

The agreement also supports joint research, training and exercises aimed at enhancing cybersecurity capabilities across the maritime sector.
