Texas-based Galveston LNG Bunker Port (GLBP) has signed a strategic heads of agreement with TOTE Services, a US maritime ship and vessel construction management company and subsidiary of TOTE Group, to develop and operate LNG bunker vessels for the US Gulf Coast.
The partners plan to deploy a fleet of Jones Act-compliant LNG bunker vessels to supply customers from GLBP’s planned facility near Galveston, targeting the first charter by mid-2026.
The agreement sets out a framework covering vessel development, construction and long-term operation, supporting the expansion of the domestic LNG bunkering fleet and enabling future use of bio-LNG and e-LNG.

The safe and reliable delivery of LNG to our customers is paramount. Securing TOTE Services as our Jones Act partner is a defining milestone for the project and the U.S. LNG bunkering industry.”
TOTE Services operates four LNG-powered cargo vessels and two LNG bunker vessels and has completed more than 850 LNG bunkering operations. Its president, Jeff Dixon, said the deal showed the company’s commitment to “advancing practical, scalable LNG solutions”.
GLBP is targeting a final investment decision in 2026, having secured federal and state permits in 2025 and awarded EPC contracts for the project.
