Singapore Invites Applications for New LNG Bunkering Licences

The Maritime and Port Authority of Singapore (MPA) has opened applications for additional licences to supply LNG as a marine fuel in the Port of Singapore.

The call is open to both existing licensees and new entrants, following recent updates to the LNG bunkering licensing framework to allow sea-based LNG reloading and the supply of liquefied bio-methane and e-methane.

Under the requirements, licensees must implement end-to-end LNG bunkering arrangements, including fuel sourcing, cargo transfer operations, storage, and delivery to vessels.

Applicants must also own or charter at least one LNG bunker vessel for the full licence period, registered under the Singapore Registry of Ships.

MPA said applicants must demonstrate technical readiness to supply lower lifecycle greenhouse gas fuels and outline measures to monitor and mitigate methane slip from bunker vessels.

Applications must be submitted by 27 March 2026. MPA will also conduct industry briefings on the licensing process.

The authority added it will upgrade its LNG bunkering technical reference to a Singapore Standard in Q2 2026.
