Singapore will introduce updated bunkering requirements from 1 January 2026, adding new declarations and tighter compliance steps to oil fuel deliveries carried out in the port.

The amendments require suppliers to provide ships with a signed statement confirming that the fuel supplied meets applicable standards. Flashpoint information must also be included on the bunker delivery note. The changes form part of Singapore’s implementation of the latest SOLAS amendments covering oil fuel quality and safety.

Authorities will be notified when any supplier is confirmed to have provided non-compliant product, and enforcement action may follow. The revised framework is aimed at strengthening assurance on fuel quality and improving transparency in bunker operations.
