IMO Sec-Gen Urges ‘Constructive’ Progress on Net-Zero Framework at MEPC 84

The International Maritime Organization (IMO) has called for “constructive and pragmatic” negotiations as its Marine Environment Protection Committee (MEPC 84) convenes this week to advance the Net-Zero Framework (NZF) for global shipping.

Opening the session in London, Arsenio Dominguez said the priority is to “find convergence” on mid-term greenhouse gas reduction measures, following last year’s contentious talks that delayed progress.

He pointed to improved alignment among member states after recent technical discussions, particularly around the greenhouse gas fuel intensity (GFI) component, which will underpin how emissions are measured and regulated. Work on fuel certification and lifecycle assessment guidelines has also “provided a solid basis” for harmonised global reporting and implementation, he said.

However, key challenges remain—especially around the economic measures within the NZF and how to ensure a “just and equitable transition” across developed and developing states.

Dominguez emphasised that IMO must demonstrate effective multilateralism at a time of wider geopolitical division, urging delegates to avoid a repeat of the October 2025 deadlock and instead build agreement where possible.

The session will also review existing measures such as the Carbon Intensity Indicator and consider emerging solutions including onboard carbon capture and alternative propulsion technologies, as part of broader efforts to decarbonise the sector.
