OceanScore Opens Japan Office to Support EU ETS and FuelEU Compliance

OceanScore has established a local presence in Japan from December 1 as it looks to support shipowners and managers with the commercial implementation of EU ETS and FuelEU Maritime requirements.

The company said that for many shipping companies in Asia, the main challenge lies not in understanding the regulations themselves, but in managing the commercial processes that follow. These include determining regulatory exposure, allocating costs between owners and charterers, issuing statements and invoices, preparing for FuelEU pooling, and tracking EU Allowances and balances.

OceanScore said having local support helps bring greater structure, transparency and efficiency to these processes.

To strengthen its regional offering, Jyouichi Syou has joined the company as Business Development Manager – Japan. He brings commercial and operational experience from Maersk Broker, Veson Nautical and RightShip, and holds an MBA from IMD alongside training from Lloyd’s Maritime Academy.

Working with Leo Grayson, Head of Commercial – APAC, the Japan office will provide local guidance on exposure assessment, forecasting and FuelEU pooling, structured onboarding for EU ETS, FuelEU and upcoming regional regulations, and ongoing support aligned with Japanese operational practices.

OceanScore already supports Japanese clients including Iino Kaiun Kaisha Ltd, Mitsui O.S.K. Lines, MMS and Meiji Shipping B.V. More than 900 vessels across Asia currently use its Compliance Manager platform.

The company said the Japan office marks the next step in expanding support for reliable and transparent maritime compliance processes across the region.
