Hong Kong Launches Quality Bunker Operator Scheme to Promote MFM Adoption

Hong Kong’s Marine Department (MD) has launched a new Quality Bunker Operator Scheme aimed at encouraging bunker suppliers to install and use mass flow meter (MFM) systems on bunker vessels.

The voluntary scheme is designed to improve the accuracy and transparency of bunker deliveries while strengthening Hong Kong’s position as a leading global bunkering hub.

Under the programme, operators supplying conventional marine fuels and biodiesel can apply to have vessels included on a “List of Quality Bunker Vessels” if they use MFM systems that have been inspected and certified by an accredited body in line with ISO 22192 or equivalent standards. Details of approved vessels will be published on the Marine Department’s website.

The department said Hong Kong has consistently ranked among the world’s largest bunkering ports and that growing industry demand for transparent fuel measurement makes service quality and accuracy increasingly important competitive factors.

The Marine Department added that participation in the scheme will help operators enhance customer confidence and competitiveness.

Hong Kong also plans to mandate the use of MFM systems on all methanol bunker vessels later this year as it prepares for greater use of alternative marine fuels.
